We (openSUSE) don't have any control over KDE's servers and their contents.

Not to mention that this is a public service where anybody can upload things.
If you only get that one result when searching for "oxygen", it's likely that
just nobody created and uploaded one.

If one package there doesn't work, report it to its creator.

If you are looking for the (KDE4 like) "Oxygen" look and feel, install the
package "oxygen5-style".
