PrjM of the various products (SLE, Leap, Tumbleweed) are well aware of this -
and in light of getting things in sync have accepted many exceptions here.

What we keep value on is that bug refs do not get lost (even if moved to a
different point in the .change where they might also apply)

Especially if you look at the diff between SLE12 and Leap one would assume it
should be possible to align those two (TW will be more complex)
