The average customer is using a Xserver for a regular desktop with minimum one
xclient (windowmanager) constantly running. ;-) (which is also the reason we
haven't see more reports about that issue)

Who is using Xvfb and Xephyr directly? This is often used in test environments
done by experienced users ...

Takashi is right. For now please use "-noreset" option. Changing defaults to
paper bugs is not what I prefer. We should try to fix it correctly. I just
don't see why this is becoming now *so* urgent ...

The issue exists at least in sle12 since ... years?
