We will update BaseSystem to most recent version as soon as the time permits, but not enable builds for 13.2 in BaseSystem -- it is not a backport but a factory devel project: "Base:System Factory Devel Project This is the Base:System devel project. Its main purpose is to serve as development project for packages around the topic of the system base in the openSUSE:Factory distribution. Warning: This is not a backports project! Installing the packages here on an old distribution may cause severe breakage! DO NOT ENABLE BUILDING FOR OLD DISTROS!" I've a home:mtomaschewski:syslog project building the Base:System/*syslog* for old distros, but not everybody cares about older versions than factory and the packages often do not build. Further, what you're requesting is basically what the Tumbleweed rolloing release is providing: https://en.opensuse.org/Portal:Tumbleweed Tumbleweed is based on Factory, that is as soon as Base:System/rsyslog gets update to 8.6.0 + submit to factory is tested, you'll get it on Tumbleweed.
