Together with the switch to GCC7, gcc-PIE will be enabled (having the full distro with position independent code). Currently, openblas fails to build with the setup in Staging:C see: https://build.opensuse.org/package/live_build_log/openSUSE:Factory:Staging:C:DVD/openblas/standard/ppc64le
