Logging rules, dedicated to kde should be shipped with the kde packages, the
rsyslog package only provides the infrastructure therefore.
Upstream documentation supports this approach, see:

https://www.rsyslog.com/doc/rsconf1_includeconfig.html

Since /etc/rsyslog.conf on Leap15 already contains:

$IncludeConfig /etc/rsyslog.d/*.conf

the package installer could just drop a config file in the above directory and
reload rsyslog.
