I have a system running a default install of openSUSE Leap 15.3 using the
transactional server role.

A salt-minion is installed and running on this system, and when it tries to
apply a "service.masked" state, it fails with an error like this:

I have only observed this error with Leap 15.3. A similar system based on
Tumbleweed (also a transactional server) does not exhibit this issue when
applying the same state.
