just saw this in rpmlint on newer dists:
squid.x86_64: W: suse-logrotate-user-writable-log-dir /var/log/squid squid:root
0750
The log directory is writable by unprivileged users. Please fix the
permissions so only root can write there or add the 'su' option to your
logrotate config

so I think I will need the 'create' stuff and 'su' inside logrotate.
need further testing ....

and I will let SysVinit as is. reload was good enough for years and check for
pid does not really tell if squid is running.
