I expect this to be a relic or omission from the times before GRUB2, when ELILO was the bootloader for all EFI set-up. I would add one note: While inconsistency between GPT and Legacy is wrong unless there is a technical reason (here, it is not), both ways can be treated as bugs. (observed on legacy boot, but I assume that it will be the same with EFI) If you add separate /boot, you have problem to perform rollback with btrfs. If you don't and use encryption, you have to enter the password twice (once for GRUB, once for kernel). We should get this unified, the question is whether it can still be safely done for 42.3. Stefan, what is the risk for current proposal code?
