The binary pg_config is provided by the postgresql{version}-server-devel
package, and should be installed in /usr/bin/pg_config, but after installing
postgresql11-server-devel, it's only availabe in
/usr/lib/postgresql11/bin/pg_config, which is not in the user's PATH by
default.
