sbin is also about target audience. If I do not administer firewall rules on host X, I have no usecase for daily-driving a program to converts their representation. I could call `/usr/sbin/blkid` and `/usr/sbin/btrfs fi df /` as unprivileged user too, but unless I am a system administrator, knowing the block devices, their filesystem types and the (btrfs) filesystem allocation policy has, at best, entertainment value.
