Haven't tried it yet, but that change seems to have a flaw.

Well, it seems to work as expected here (Leap 42.3), setleds correctly reports
the Scroll Lock flag as "on" if I set KBD_SCRLOCK="yes", without running
setleds -D +scroll manually.
