If you are going to use custom entries why do you need to use grub2 in the first place? Please run update-bootloader --reinit; it should reinstall GRUB/shim (whatever is set in configuration) and recreate grub.cfg. Show efibootmgr -v immediately before reboot. What happens after reboot then?
