All updates are already installed when openSUSE Leap 42.1 is installed with an
internet connections.

Which updates? Please provide a list. 

We publish updates frequently. Unclear how this power cut should be related?
How can this be reproduced?

We had a two day delay of putting updates onto
http://download.opensuse.org/update/leap/42.1/oss/   and this could explain.
