When building from dist tar po files are not rebuilt, so this issue is not
seen. We update translation in our package.

I re-enabled en@quot, it builds. SR#342138. Other extra catalogs still fail to
build.

C.UTF-8 is not present in upstream gettext, it was added with extra catalogs by
Vladimir. I'll ask upstream.

This plays a role in deciding how urgent and important it is to fix it. Anyway,
