At https://download.opensuse.org there is a link "Report a problem", which refers to a more general link https://bugzilla.opensuse.org. When you click on it, you first have to search for where you can submit a ticket. Since Bugzilla provides additional URL parameters, it would save a lot of time if a more specific link were used, e.g. https://bugzilla.opensuse.org/enter_bug.cgi?product=xxxx&component=yyy&...
