This is done to be compline with the standard behaviour with former SysVinit
based systems. That is that finally the

  systemctl --ingore-dependencies nfsserver start

should start the /etc/init.d/nfsserver script undere the control of systemd but
without expanding all dependencies as this would also happen with former
SysVinit systems.

AFAIK there is a FATE entry for this and Neil is aware but very busy with the
kernel.
