If openvpn create in /usr/lib64/tmpfiles.d then they have a problem in the source upstream. Digging a bit, I was remembering that we have a macros for that destination macros.systemd:%_tmpfilesdir /usr/lib/tmpfiles.d so I would recommend the use of this one.
