I will *not* fix this. This is how upstream handle this and this is how we
handle this now.

There are some schemes which may install less packages, e.g.

  texlive-scheme-minimal    Minimal scheme (plain only)
  texlive-scheme-medium     Medium scheme (small + more packages and languages)
  texlive-scheme-small      Small scheme (basic + xetex, metapost, a few 
                            languages)
  texlive-scheme-tetex      TeTeX scheme (more than medium, but nowhere near
                            full)

and/or some collections

  texlive-collection-latex  LaTeX fundamental packages
  texlive-collection-latexrecommended LaTeX recommended packages
  texlive-collection-latex  LaTeX fundamental packages

note that schemes and collections are meta packages which consists / includes
only dependencies to the basic packages.

Btw: Reopen will not work as I will not gonna change this.
