This needs to check and verify each keyboard map separately.

Some X keymaps depend on a possibility to switch between several keymaps, e. g.
latin and non-latin keymap. This feature is not present in the virtual console,
so it may make impossible to use these keymaps e. g. for entering command line
commands.
