the fix for this issue is available upstream:

You may apply the fix and verify that it solves the issue at hand.

The fix will be part of the upcoming s390-tools release v2.35.0 which is
scheduled for CW40.
As of now, it's likely that this release will also be the base for SLES15 SP7.
You can either wait for the release or integrate the fix mentioned above
manually. There is
no other release planned before that.
