For the readers still assuming that this problem only happens in openQA tests:
I confirmed the problem right now on a manual, physical setup of openSUSE Leap
42.3 with default kernel cmdline, i.e. no mention of "console=���" whatsoever
booted into the default system

## steps to reproduce

* login to tty2 as root
* call `yast2` (opening up ncurses UI)
* switch and login to tty3 as root (or user, does not matter)
* call `btrfs balance start /`
* switch to tty2, wait until the btrfs balance job starts
* observe output messages showing up writing over the ncurses UI
