This is completely different to
https://github.com/openSUSE/docker-containers/issues/57 .  This was a clean
fresh docker build of a single image.

I've long since worked around the problem in my CI, so I am closing this 'bug'.

But IMO the underlying problem remains and hasnt been even treated as a real
problem.  I see two primary issues: broken rpms somehow created in OBS, and
zypper not ignoring broken rpms.

I'm not familiar enough with OBS to find/raise a bug about the problem causing
broken rpms to be created, but I have raised
https://github.com/openSUSE/zypper/issues/123 about saner behaviour from
zypper.
