in the specific case of libcurl, there are a number of bug fixes/changes since 7.37 -- e.g. re http2 support -- that are used here. in the more general case, trying to decide about the 13.2/update -> leap/release "upgrade" path, that forces *down*grades of quite a few packages, similarly causing issues for some that depend on recent fixes/changes.
