Disclaimer: Not sure if correct Component is Maintenance or Installation. tftpboot-installation-openSUSE-Leap-15.4 is missing in Leap 15.4. In 15.3 there was a package tftpboot-installation-openSUSE-Leap-15.3 for 4 architectures, as well as several packages tftpboot-installation-SLE-15 for different Service Packs and architectures. Was this dropped? Or maybe replaced by something different? In OBS I can find package installation-images for 15.4, but it is not published as a rpm.
