This is /usr/share/pixmaps/xfce4-splash-openSUSE.png which is maintained in the branding-openSUSE package. I am not able to correct the color, but I'm sure the maintainers of branding-openSUSE (cc'ed) are happy to accept your contribution. There is no "Branding" component, so I'll assign it to "other".
