You most likely had a different problem, because the fix from comment 0 is present in Leap 42.1 and the underlaying problem couldn't have been fixed by uncommenting anything. If your 42.1 installation resulted from an update from 13.1 or earloer you probably had to add "controlkey 1" to ntp.conf to make it work again.
