libperl is in the 'perl' package, not 'perl-base', so you need to update that
package to 5.24.0 as well.

The vim package used to have a requires for perl, but it seems to be gone for
some reason. I think this is a packageing bug, it should use the
%libperl_requires() macro to get the correct requires.
