Yast Hardware detection requires the install of yast2-tune package. It isn't an LXQt specific issue, if you feel that it is indeed a bug, please refile it against Leap 15.4 directly. Can confirm yast2-tune is not installed by default on Tumbleweed GNOME or Leap 15.4 GNOME. See https://forums.opensuse.org/showthread.php/547456-YaST2-Hardware-detction-missing
