I suspect this is a consequence on how activation works, every time we activate a new device everything is re-checked (since you can have an inactive device that, after activation reveals another activated device that, if installed at the same time than another reveals just another, and so on, and so on). I would have to check, but I suspect that the activation of the third and fourth devices was what brought back the question about the first and the second. We need a smarter mechanism here.
