After upgrading to shadow-4.8.1-150600.17.3.1, only a subset of /etc/skel will get copied to a new user's home directory. The error occurs whether the new user is created in yast, gnome, or with the useradd command. See forum: https://forums.opensuse.org/t/missing-dot-files-in-home-folder-after-fresh-install/177344 Temporary fix is downgrade shadow to 4.8.1-150600.15.45.
