Indeed it's no longer built by Mesa, since wayland ships it now itself.

Hopefully wayland/Mesa updates will soon land in Tumbleweed. At least currently
in TW things are still consistent, i.e. neither Mesa nor wayland have been
updated yet. But are now scheduled for update in openSUSE:Factory:Staging:F ...
