I am not sure if I have chosen the right component for this bug - I chose X.Org because the devel project for vulkan-validationlayer in OBS is X11:Wayland. Vulkan's API call vkCreateDevice() segfaults on current Tumbleweed when building with validation layers. It works fine without validation layers. The bug was already described and fixed upstream: https://github.com/KhronosGroup/Vulkan-ValidationLayers/issues/1024
