systemctl reboot or systemctl halt seem to send a dbus message to libvirtd to suspend the VMs before the appropriate service can handle the shutdown. Therefore I'm now killing libvirtd right after the VM has been started. Now, the VMs aren't informed about an outstanding shutdown any more before the appropriate service can shutdown the VM as before. Would be nice to get a real solution instead of this ugly workaround.
