Not really. The error message is confusing and it's not documented in the Wiki.

And even if it were:

1.) It's needlessly increases the barrier for new packagers.

2.) Your announcement clearly talked only about Factory packages. IMO there are
only two credible options: Either fix your implementation to actually only
affect Factory packages or discuss it again on the factory mailing list.
