I can confirm this bug also affects remmina since at least version 1.4.20.

When viewing the plugins in the application, it states that the
remmina-plugin-rdp has H.264 enabled. Remmina works fine with packman
installed, but without it, it fails to connect even if the graphics mode is
changed. It gives the following output:
