The problem is snapshot, rollback, and on Kubic/CaaSP additional
transactional-updates vs. static and dynamic data.

The best would be, if filesystem would not package any directories in /var and
all would be populated with tmpfiles, but that would also mean rpm -qf wouldn't
work anymore and quite some packages would fail to build.

We need to enhance 'rpm -qf' to not only look into the rpmdb, but also into
tempfiles.d
