When installing Leap 15 on Windows via the Windows Store, zypper stops working
after a package update (zypper ref; zypper up). Package management via YaST is
still working however. 

Steps to reproduce:
1. Install Leap 15 via Windows Store and start a Leap 15 shell
2. Perform a zypper ref; zypper up
3. Perform a zypper ref

desktop:/home/user # zypper ref
Download (curl) error for
'http://download.opensuse.org/distribution/leap/15.0/repo/oss/repodata/repomd.xml':
Error code: Connection failed
Error message: Failed to connect to download.opensuse.org port 80: Connection
refused
