Problem solved. It is because the package gsettings-backend-dconf is not
installed by default. So ibus-setup start with the 'memory' GSettings backend,
all the settings can not be saved. With this package installed, it works like a
charm.

So, shall we put the package into default installation? Or make it as a
dependency for ibus?
