I submitted a "fix" yesterday, should arrive in Tumbleweed together with the
KDE Frameworks 5.36.0 update.

If you want to try it now, please install libKF5WidgetsAddons5 from here and
then uninstall libKF5WidgetsAddons5-lang again:

The buttons should still be translated (bundle-lang-kde-de must of course be
installed), as the new lib should find the translations in
/usr/share/locale-bundle/ too now.

That will only affect the mentioned buttons though, for full effect all KF5
libs (the tier1 ones at least) have to be rebuilt with the new
extra-cmake-modules.
The above repo does contain a rebuilt version of kconfig (libKF5Config*, for
bug#1048030) as well, but not other affected ones.
