that means indeed that the package perl-Unicode-Collate-1.29 is installed but
do not override the Unicode::Collate of the package perl.

Maybe Michael knows why this fails on openSUSE:Factory:ARM but not on
Publishing:TeXLive loading openSUSE:Factory:ARM for it ...
