a) I cannot report with python3-pip-10.0.1-lp152.4.6.1.noarch on Leap 15.2

b) `pip3 update` doesn���������t exist as a command, so I have to assume that the
report is somehow doctored, not the copy&paste from terminal. Please, don���������t do
that.
