I am not sure why is /run/openvpn isnt created for you. linux-jkp2:~ # grep ^NAME /etc/os-release NAME="openSUSE Tumbleweed" linux-jkp2:~ # rpm -qf /run/openvpn/ openvpn-2.4.2-1.1.x86_64 openvpn shipping their own tmpfiles.d in /usr/lib64 so I moved it there. I am going to create a new SR with a link in /usr/lib
