@antonio larrosa: In order to provide you with the requested information, I
(lazily) did a `zypper dup` to Tumbleweed 20221122.

In this snapshot, I can no longer reproduce the issue. `paplay
/usr/share/sounds/alsa/test.wav` now successfully plays (without the config
file being present).

For me, this is good enough as a solution to close the bug. Is this good enough
for you too or do you really want to get to the bottom of this?
