The llvm9-vim-plugins package just supplements (llvm9 and vim) but the installed usr/share/clang/clang-format.py for example references clang executables (clang-format for example). The package _does_ contain syntax-highlighting for llvm IR as well it seems. Eventually it makes more sense to re-integrate the files with the clang/llvm sub-packages.
