Marked RESOLVED due to additional investigation results:

After more investigation I found out that this seems to be an initialization
issue, as the issue could be reproduced just using xfconf-query. The issue
disappears after using Xfce xfdesktop-settings once after reboot. => new
report.

Background: I'm using a Perl program using Dbus to send commands to desktop
manager of Xfce to change wallpaper image. After upgrade to openSUSE LEAP 15.2
wallpaper commands (last-image) sent to desktop manager did not work as
expected. They silently ignored property image-style.
