There is
https://build.opensuse.org/project/show/devel:languages:python:backports which
contains all the python packages that are in openSUSE:Factory and does builds
for the "older" distros (Leap 15.0, Leap 42.3, ...).
I think removing non-latest distros from devel:languages:python is by intention
(but not sure if that is somewhere documented).
