It's been reported to us already several times, see https://bugzilla.suse.com/show_bug.cgi?id=1137373 for the original report and is tracked by upstream here: https://github.com/systemd/systemd/issues/12953. I'm not really sure why you're only facing it after doing an upgrade, but since this issue is a race I guess this is possible.
