the link http://www.theregister.co.uk/2017/11/21/offensive_debian_package_depicting_bestiality_installed_automatically/ includes the message <cite> The Debian package page for cowsay-off states: "This package contains cows which some may consider to be offensive. Please do not install this package if you or your users are easily offended." The -off tag is also used in other Debian packages, such as fortunes-off. </cit>> as Im' for freedom of speech I sugguest a package split to allow people to do their own decision of installing in their opinion offending pacakge or not. I'm devinitly against dropping or removing due to someones sensibilities as this is a clear violation of the princip of free speach.
