In 13.2 and newer, NetworkManager is not the default network setup method
anymore.
Can you try using wicked for network setup?

In order to do so, go into YaST2 > Network Settings

and switch in the Tab:

Global Options

the 'Network Setup Method' to 'Wicked Service'

Is the issue still present when you are using wicked instead of NetworkManager?
